If you are going to teach AIs how to shoot guns you need just a little step to teach them how to fly - you can create some sort of an invading race that randomly targets systems ... unless a faction gets too strong so they attack it to weaken it.

Or we could make a faction like the Reaper in ME3 to destroy the one ruling faction (other the FCE)

I TRIED to make a reaper star ship a few months back right after the new world height was released. I got 1 leg done and said SCREW IT

So, hows about FCE HQ is only accessed via invitation from a member of the Council? Prevent new players from amassing a hoard and just mobbing the Government. Or, make it a no war zone with weapons unable to fire, but with a 20 second wait time before you can jump in, to prevent players fleeing battle into it.
