OKAY. So. we obviously cant have people parked outside the exit of a stargate and killing everyone like a noob arse. I have a suggestion. The servers that the mod is connected to will have laws. Nobody can declare war without a reason. Nobody can fire on a ship without a reason. The option of declaring war must be something that BOTH leaders decide.

Here is how this would be accomplished: On the side of your inventory screen there are five lists. A list of factions, A list of allied factions, a list of enemy factions, a list of people that have sent enemy requests, and a list of people that have sent ally requests. When you select a faction from the faction list, you get two buttons: one for sending an ally request and another for an enemy request. When you select a faction from the ally list you get two choices. You have a button to make them neutral and a button to send them an enemy request. When you select a faction from the enemy list, you only have the button to make them neutral.

Sending an ally request takes time. You can select that said faction from the faction list again at any time. When you select a faction from either of the request lists you have two buttons: Accept and Deny. You know what they do, no need to explain. Now you cant declare war without both leaders deciding. However, you can shoot anything you want. If you shoot an allied ship or a neutral ship without making them enemies (the other person must accept) a small npc fleet of "space cops" comes to attack you within five minutes. The ships with the greatest chances of winning against these fleets are probably super-carrier, Juggernaut, and dreadnought+.

If you win against these fleets a certain number of times then you have a larger reputation with the cops and the fleets have a 50 50 chance of either getting bigger or not coming. suggestions?

EVE did space police, only they were really strong and you weren't meant to fight them. Instead, it was used to deter unsanctioned warfare in the high-security regions of space. Among other things, this security game mechanic allows new players to start a new game without immediately getting immediately destroyed. What you are describing seems closer to your standard NPC factions.

And you can have that one world as a staging area as opposed to the enemy bunkering down if you just send them an 'enemy request'. I agree with the ally portion, but there is no such thing as a formal war. Surprise attacks are always the most devastating and any other tactic is just harming yourself more than your opponent.

My opinion is that this is another thing that should be created by the community. A huge trade organization might protect new servers in return for having complete monopoly over their markets or something like that. Sure destroying everything is fun, but its much more useful to have lots of colonies under your foot.

That is realism in its own sense. You'll have to gear your fleet specifically to these hit and run attacks in order to execute them with any degree of effectiveness. Showing up with a large fleet and taking only a few out, then retreating, is pretty useless because you'll have likely lost a few ships as well. So the only option there would be to press the assault instead of falling back like a wuss, at which point it doesn't qualify as a hit and run attack.
