United Factions

Well, the attack of Strigiforme on the trial of the Doctor has proven that the galaxy needs laws.
For that reason the Eggman Empire founds the United Factions.
Here factions can create treaties and sign them.
I thought of the following principe: One faction describes a treaty when creating it and every faction which signs that treaty is bound to the rules of that treaty.
If a faction happens to break the laws of a treaty signed by it there will be an automatic consequence which is individual per treaty.
also the UF is a place for interstellar conferences like the trial was, only with strict rules: Whoever uses military on any of those meetings gets an automatic declaration of war against everyone else who has joined the UF.
(OOC: Membership at the UF is not neccesary until Fenway sez so.)

The EE starts a new treaty:
The "Convention on Rights of Intelligent Species", to be exact.
§1)It basically is the European Convention on Human Rights, just applying to any intelligent species.
§2)The membership includes any other member being allowed to check if you are acting according to the rules of this treaty.
§2a)This doesn´t apply if the faction that wants to check you is on war with you.
§3)If ignorance towards this treaty is proven, the corresponding faction will lose membership on the treaty and can´t join for 2 (RL) weeks again.
§3a)The same applies if a faction refuses to obey §2.

NeoRome is willing to be a member. The Strigiforme Portal has deactivated, yet we are unable to destroy it. Technicians are trying to find a way to shut it off for good.

Well then wouldn't you think its good idea to stop whatever happened to Exion with them plants.

As long as the test laws allows testing weapons, medicines and other technology on volunteering test subjects, the won't be any problem.
