Static is not like final. Final is Java's version of constants; you define it once and never again. Static means there is only one instance of that particular thing instead of being bound to objects. You access things with Class.element instead of object.element.

You mean for statics? No, you allocate memory once, because there will only ever be one instance of it. Look at some examples and it will make sense.
