It's either a cargo ship, a space elevator, or a giant robo-worm.

No, it's a berth. The main parts are the shipyards, that tube is used to connect with ships (for resupplying/taking on crew, idk.) and probably also links to an adjacent orbital station.

Or it could be a space elevator.

Look at it. The angle's too horizontal to be a space elevator. And cargo ships don't go that long unless Bestine-style ships suddenly came into fashion. And robo worms aren't tactically feasible.

I bet it's the sewers ! Drop the s**t at a random spot on the planet .

Were that the case it'd be vertical instead of horizontal. Even if they were seeking to just let the ca ca burn up in the atmosphere, it'd make more sense to have a vertical septic pipe and let the gravity of the planet do 86% of the work.

Ships don't latch onto antennae, and those don't look like maintenance craft to me.

I don't see anything latching into it, they eem to be behind the tube.
