Targeting Computer Empty

Hey guys,
long term reader, first time writer, blah blah blah
Now, to my idea. What if you could improve the power of your weapons with one block? I would call this block a Targeting Computer or a AATT (All Angles Target Tracker). It would be expensive to build, but the damage done by your weapons could go up a certain percent for every side open to space. Of course, you would only be allowed one (don't want easy overpowering), and it would take quite a few EU.

any other suggestions for balancing this block?
