Get logmein hamachi, then it is free, to make it offline mode all you have to do is change that in the server setting, I would offer to host the server, but my hamachi has a stupid problem with regards to hosting my own server

I could host a server for your project off me old desktop PC, should prove to be more efficient than hamachi seeing as it's on an independent machine.

Hamachi is a porting program it has nothing to do with how you run the server beyond allowing people to connect with you. So, yes you can have world edit.
