self sentient doesn't mean it has to be biological, and the TARDIS is waaaay more advanced than bioships (which are meant to be really advanced)

Well, okay, the Tardis isn´t a bioship on second thought.
The sentinent part is the core (high energy being, so not biological either) which allows for interdimensional, temporal and instant warp as well as the "bigger on the inside"-effect, while most of the rest is somewhat mechanical or similar.

If you've ever played earthbound, think of the core as similar to giygas (just not evil, and twice as weird)

The TARDIS is not made its grown, more like a space monkey.

A mechanical being would be nonorganic, but still be considered life as it can reproduce, grow, self-repair, and such. A being that is mechanical (or an organic machine, as I should have said) is organic life configured in such a way that it serves a purpose to its builders that would usually be fulfilled by a machine.
