In 1.3 stairs are so freaking hard to place right? It seems almost every angle the result is an upside down stair unless you get really lucky. Stairs were in the release notes of 1.3 as a 'new feature', but they worked just fine in 1.2. What gives, anyone know?

Right-click on the lower half of a block to get it the right way. Right-click on the higher half to get it upside-down.

I noticed this on the first day. It's the same with slabs and it makes it a lot easier to make turrets and detailing.

I find the stairs different, true. But in the long run, I find the new placement method much easier to work with. That's mainly because I have so many half-block spikes on my ships, that are otherwise annoying to build.
