Podracers are cool, but they aren't a substitute for starfighters. If everyone else agrees to disarm their fighters, I'll conquer the entire galaxy in a week.

Only the fighters that podrace. And even then, it will most likely be more like pylon flying or flying through a tunnel.

I dunno... Podracing sounds like a good way to loose a lot of fighters.

Right then.

I vote that fighters be small and cheap, so there will be hundreds of them into any given battle. They should have the ability to be player-controlled, but the vast majority will be piloted by NPCs and will simply swarm enemy ships. Most of them should target enemy starfighters before capital ships, unless they implement bombers. Those should attack larger ships and emplacements and avoid engaging enemy fighters.

Or you could make a swarm a single entity, and have it controlled by a single computer through which you control them.

Fighters? Swarming might not be too bad, actually. But the human controlled ones should have free will.
